President, VP & Governor— Rules & Concept

Core ConceptRead this first — the foundation of the topic
CORE CONCEPT

The President is the constitutional head of India, elected indirectly through an Electoral College. The Vice President serves as the Chairman of Rajya Sabha and acts as President when needed. Governors are appointed by the President to head state governments

KEY RULES AND SELECTION PROCESS

President: Elected by Electoral College comprising elected members of Parliament and State Legislatures. Term is 5 years, eligible for re-election. Must be Indian citizen, 35+ years, qualified for Lok Sabha membership

Vice President

Elected by members of both Houses of Parliament. Term is 5 years. Must be Indian citizen, 35+ years, qualified for Rajya Sabha membership

Governor

Appointed by President for 5-year term. Must be Indian citizen, 35+ years, not member of legislature

FORMULA FOR PRESIDENTIAL ELECTION

Value of MLA vote = (Total population of state ÷ Total elected MLAs) ÷ 1000 Value of MP vote = (Total value of all MLA votes ÷ Total elected MPs)

Exam PatternsWhat examiners ask — read before attempting PYQs

SSC CGL frequently asks about appointment procedures, qualifications, powers, and constitutional articles. Common questions include who appoints whom, term durations, and emergency powers.

ShortcutsUse these to save 30–60 seconds per question

- "35-5-5 Rule": All three positions require minimum age 35, term of 5 years, and can serve maximum 5 consecutive terms theoretically.

Worked ExampleSolve this step-by-step before moving on
1
Step 1

Apply formula = (Population ÷ MLAs) ÷ 1000

2
Step 2

(40,000,000 ÷ 200) ÷ 1000

3
Step 3

200,000 ÷ 1000 = 200 Answer: Each MLA vote value = 200 WORKED EXAMPLE 2: Presidential Powers Question: During which emergency can President rule states directly? Solution:

1
Step 1

Identify three types of emergencies - National (Article 352), State (Article 356), Financial (Article 360)

2
Step 2

State Emergency allows President's Rule in states

3
Step 3

Under Article 356, President can dismiss state government Answer: State Emergency (President's Rule) under Article 356 SHORTCUT TRICK - "Memory Palace Method": Remember P-V-G as Pyramid hierarchy. President (top), Vice President (middle - also Rajya Sabha Chairman), Governor (state level).

Exam TrapsCommon mistakes students make — avoid these

#1: Students confuse who elects whom. Remember: President elected by Electoral College (MPs + MLAs), Vice President elected by Parliament members only, Governor appointed by President (not elected). EMERGENCY POWERS: President can declare three emergencies - National Emergency (war/external aggression), State Emergency (constitutional breakdown), Financial Emergency (credit threat). During National Emergency, President can extend Parliament term and suspend Fundamental Rights. IMPEACHMENT PROCESS: President can be impeached for violation of Constitution.

Process starts in either House with 1/4 members, passed by 2/3 majority, then other House investigates and removes with 2/3 majority. ORDINANCE POWER: President can issue ordinances when Parliament not in session. Valid for 6 weeks after Parliament reassembles. Governor has similar power at state level. SUCCESSION TRICK: Remember "VCJ" - Vice President, Chief Justice, Senior-most judge.

This is succession order if President's office becomes vacant. KEY CONSTITUTIONAL ARTICLES: Article 52 (President), Article 63 (Vice President), Article 153 (Governor), Article 356 (President's Rule), Article 352 (National Emergency). These articles are frequently tested in direct questions.
